CONGRESS MAY KICK TRUMP BUDGET REQUESTS DOWN THE ROAD

Congress must pass a new spending measure by midnight April 28th to avoid a partial government shut-down.  It looks like they will do so, however any measure will likely not incorporate the spending increases or decreases called for earlier this month by President Trump.   Congressional appropriators believe that the deep civilian agency cuts that would take effect this year under the President’s plan would significantly disrupt government operations, potentially causing furloughs and other management issues.  Instead, appropriators are leaning toward dealing with the President’s budget requests separately.  This saves a shut-down fight with Democrats, who have pledged to oppose the proposed cuts, and buys time for needed negotiations.  Most of this is good news for contractors.  If passed, and the bill must make its way through the House first, the government will be open and will have money to spend for the remainder of the year.  DOD will have new money to spend, as may other agencies.  As always, the deal may come at the last minute, so stay tuned.
