Congress did technically manage to avoid shutting down the Department of Homeland Security late Friday night. But make no mistake, the damage has already been done. Denise Turner Roth assumed the job of Acting Administrator of the General Services Administration last week, despite having been at the agency for less than a year as Deputy. It is possible that Roth will remain in her acting capacity for the remainder of the Administration which will end in January of 2017. Read more
