MAIL BAG: CAN I CALL HIM A SCHEDULE ITEM?

Loyal reader J. Lopez writes, “I have an employee named Brad who is a certified Senior Technically Accredited Regulator.  I only have Systems Engineer II’s on Schedule, though.  How can I sell Brad through my Schedule?  This is a common issue, J and your timing is good, given recent GSA IG focus in this area.  Contractors may frequently be asked to provide specific people through their Schedule, although their professional qualifications don’t match with Schedule labor descriptions.  Resist this temptation.  Providing workers, or products, that are out of scope of your contract can get your company in serious trouble.  If Brad, though, also meets your Systems Engineer II requirements, you can sell him as one such person.  Similarly, if the scope of your contract allows for Accredited Regulators, you can add that labor category to the Schedule.  This is now much easier since GSA consolidated all of its service contracts into one.  Be prepared to justify, though, why in some cases Brad is an engineer and in others a regulator, especially if the labor rates differ.  To many in the IG community Brad is Brad and should be sold only at one price, even if you think he’s priceless.
