NEW ACQUISITION LEADERS NOT LIKELY TILL SPRING OR LATER

As the Trump Administration prepares to take power, more and more top level appointees have been named and many, in fact, are primed for their confirmation hearings.  It will be some time, though, before major people in acquisition are identified.  The Administrators of the Office of Federal Procurement Policy and GSA aren’t expected to be named until Spring and may not take office until July or later.  The handful of agency-level CIO’s that are appointees may come at about the same time, or perhaps a bit earlier.  This is not a terribly different time table than previous administrations, but the lack of permanent people will mean that some projects stay in a lower gear, perhaps in idle, until they’re in place.  Daily work at GSA, such as RFI’s for Schedule 75 and cloud services are continuing, as are agency efforts to organize itself around Category Management lines.  New leaders, though, will definitely put their own stamp on larger programs.  The future of government-wide Category Management, for example, and even how much effort is assigned to it in the future at GSA, are unknown.  The acquisition outlook will be clearer when you return from Spring Break.
