COMMENT PERIOD ON GSA PILOT, PRC MODIFICATION CLOSES TODAY

GSA wants to add the collection, formatting, and transmittal of transactional data to the list of requirements Schedule contractors must abide by in order to do business.  Contractor time, expense, and potential audit liability will all increase.  While GSA hopes to use this data to create a price comparison database that federal buyers can use to make better informed purchasing decisions, the variability of pricing decisions for all but true commodity items makes it unlikely that they will achieve this goal.  GSA’s incentive to industry is the potential removal of the Basis of Award trigger of the Schedules Price Reductions Clause, but even that benefit is at risk due to considerable IG opposition.  Alternatives to GSA’s proposed pilot exist that would not burden industry, but would definitely help prove or disprove the concept of a viable price comparison tool.  Industry is fairly well unanimous in opposing the transactional data collection proposal, but that means nothing unless actual comments are submittedMake sure your voice is heard.  Get your comments into GSA today.
