FINAL SPENDING BILL PROVIDES CLARITY, WINNERS & LOSERS

Congress passed a $1.1 trillion spending bill on its way out of town last week for the Christmas holiday.  The bill, which funds all federal agencies for the remainder of FY 2016, contains something for everyone.  Winners include the Departments of Energy and Veterans Affairs, as well as NASA.  All three agencies received more than the President originally requested last January. “Losers”, a word with a different definition in Washington than in the rest of the country, include Transportation, Treasury, and Health and Human Services.  Their spending levels actually do increase from last year, but not by as much as originally forecasted.  In Washington, this is called a “reduction”.  The only two agencies to see a real reduction, though, were the Department of Interior and the Nuclear Regulatory Commission.  Individual federal offices should have their official number soon after the new year, so contractors should already be prepared to move out.  Overall, the remainder of FY’16 should provide reasonable, if not abundant, business opportunities.
