CONTRACT DUPLICATION INITIATIVE FACES CHALLENGE FROM NEW CLOUD CONTRACT

The Office of Federal Procurement Policy wants to reduce contract duplication, a laudable goal.  We’re about to see, however, whether this initiative has any teeth as GSA continues on its path to develop a discreet IDIQ contract for cloud services.  Such a contract would be, at a minimum, the 4th GSA contract vehicle through which cloud services could be obtained.  A cloud Special Item Number already exists on the IT 70 Schedule.  The soon-to-be awarded EIS contract will feature a substantial array of cloud solutions.  It is likely that cloud buys are being done through Alliant.  Why, then, does one agency need yet another contract vehicle to do the same thing, with many of the same companies?  This duplication would seem to be the exact thing OFPP is trying to end.  Will OFPP officials try and halt the madness, deny any business case and/or encourage GSA to use its scarce resources more wisely?  Whether and how OFPP acts here will say a lot about whether ending contract duplication may ever happen, or whether, despite the rhetoric, agencies can “contract at will” whenever they feel justified in doing so.  Your move, Anne Rung.
