DOD SINGLE LARGEST SCHEDULE USER, BUT CIVILIAN AGENCIES BUY MORE COLLECTIVELY

The Department of Defense was responsible for approximately 16% of all GSA Multiple Award Schedule sales in FY’15 and is on track to do about the same amount this year.  The figure makes DOD the single largest Schedule user, but also underscores that there is plenty of Schedule business to be had among civilian agencies.  In addition, the fact that 84% of Schedule business is with customers other than DOD indicates the caution with which GSA needs to proceed in trying to make multiple customers with disparate missions happy.  DOD is not alone in wanting the agency to make changes to the Schedules program to meet its own needs.  GSA leaders, however, must apply common sense and their own instincts to ensure that the Schedules are as responsive as possible, while recognizing that they can’t possibly make every part of a diverse customer base happy all of the time.  Requiring the GSA workforce, and contractors, to jump through multiple hoops results in a program that makes no one happy.  In fact, the surest sign of DOD happiness is Schedules’ use relative to Government-Wide Acquisition Contracts (GWAC’s).  While GWAC use is rising in the agency, it is still approximately half the dollar volume of Schedule business.
