DOD PANEL TO STUDY ACQUISITION REFORM

Work is beginning to get underway on the so-called “Section 809” panel charged with reviewing all DOD acquisition rules.  Most industry and government officials believe that the proliferation of new rules over the past decade is a significant obstacle to DOD’s ability to keep pace with change and ensure that warfighters have quick access to the latest tools.  The panel, chaired by former OFPP Administrator Dee Lee, has two years to recommend keeping, changing, or scrapping rules that govern everything from how DOD buys IT to weapons systems and services.  There are also several sub-groups charged with looking at specific areas such as commercial item contracting and even DOD use of GWAC’s and MAC’s.  The panel is most interested in hearing from industry and other interested parties on areas where reform may be needed.  The Defense Acquisition University has set up a link to the panel’s activities where interested parties can contact the panel, get information about upcoming meetings, and other information:  http://www.dau.mil/sec809/default.aspx
