ARMY CONTRACTING HEAD BALANCES SPEED/NEED FOR PROCESS

The Army should not be risk averse when it comes to contracting says Deputy Assistant Secretary Harry Hallock.  Trying new things, making better use of Other Transaction Authority was one example specifically cited, need to be better incorporated to the Army’s daily contracting life.  Communication and not worrying about who gets credit for a good idea are important as well.  Hallock, who oversees all Army contracting, made these comments at this week’s GSA Federal Acquisition Training Symposium.  Contractors doing business with the Army should take Hallock’s remarks as an invitation to recommend innovative and agile ways through which their individual Army customers can more quickly get what they need.  While Hallock emphasized that he believes the current system is “stressed” and not broken, he nevertheless believes current processes take too long.  Industry should consider themselves challenged.  Make the most of the opportunity.
