DOD OFFICIALS ADMIT THEY EXPECT LITTLE DURING Q1

Government by Continuing Resolution is expensive, disruptive and causes DOD operational fits, according to agency leaders testifying before the Senate Armed Services Committee last week.  In a story originally reported by Federal News Radio, DOD witnesses made it clear that consistent CR’s are bad for business and cost more money than if appropriations bills were enacted on time.  Despite this, leaders also admitted that they now plan for most activity to take place during the last 3/4’s of the fiscal year, understanding that the first quarter of each year will almost assuredly be subject to the constraints of a CR.  This has, in fact, been the case in 7 of the last 8 years.  This can be frustrating, but also valuable, news for contractors.  While business may be slow, the vacuum can be filled by customer education where contractors update prospects on new technologies and solutions.  Developing relationships with new contacts is also important.  Making good use of slow times ensures that your firm will be ready when DOD is.
